APEC Policy Partnership on Food Security (PPFS)


The global population is predicted to reach 9.3 billion in 2050. To feed the population, agricultural production will have to increase by 60% in the world. Food demand in APEC has been driven by a combination of rapid population growth, a high rate of urbanization, higher income growth, frequent natural disasters, and growing demand for bio-fuels. There is still about one quarter of the world’s hunger residing in APEC region. The sharp rise in food prices in 2007-08 and again in 2011 as well as increased food price volatility also reminded us that strengthening food security is still a major and greater concern for all the APEC economies.

 APEC has been already actively involved in value-added activities in food security. The APEC Food System (AFS) was proposed in 1999 by the ABAC. APEC sub-fora such as ATCWG, OFWG, HLPDAB, and FSCF have been working directly on topics relating to food security. Achievement of objective goals in the Niigata and the Kazan declarations, which are vital for global food security, continues to be a central target of APEC activities. The PPFS is a unique and innovative forum which is participated by all the stakeholders of food security such as public, private sector including business and farmers, institutes for research and development, and international organizations. The PPFS is strongly expected to play a major role to enhance food security of the APEC region since close collaboration among stakeholders is required to address cross-cutting nature of various food security issues.



In 2010, APEC Ministers Responsible for Food Security declared that consultation with relevant stakeholders is critical to making sustained progress towards food security goals and instructed Senior Officials to integrate ABAC into APEC's food security efforts in a more substantive manner.

  • In 2011, APEC Senior Officials agreed to create a Policy Partnership on Food Security (PPFS),and PPFS members agreed to Terms of Reference of PPFS which defined the long term goal of the PPFS shall be the attainment of a food system structure by 2020 sufficient to provide lasting food security to APEC member economies.

In 2012, The 1st Plenary Meeting of the PPFS was held in Kazan, Russia.

In 2013, the PPFS developed and endorsed the Food Security Road Map towards 2020, and the Stock-takes of the Niigata Action Plan, APEC Fora and External Actors.



APEC’s approach to food security must reflect member economies’ commitment to facilitation of investment, trade and markets and sustainable development of the agricultural sector as outlined in the Niigata Declaration on Food Security. 

Among other things, we will look to:

  • Promote adequate, reliable and sustainable supplies of crop and livestock products, through developing rural communities, increased agricultural productivity and more efficient regional and global markets linking demand and supply.
  • Promote an open and rules-based trading system that allows reliable movement of agricultural and food products. Support efficient distribution systems throughout the supply chain.
  • Encourage agricultural research, extension and educational systems.
  • Facilitate the development and dissemination of new and existing technologies.
  • Accelerate inclusive agriculture sector growth, including recognition that women should have equal access to affordable inputs and improved techniques and technology.
  • Recognize that both public and private sectors have appropriate roles to play and can achieve more if they work together.
  • Promote an inclusive and transparent process for the development of Responsible Agricultural Investment principles. 
  • Confront challenges related to climate change and natural resource management with a focus on agricultural and food production issues.
  • Foster conditions that spur development and utilization of technological advances and best practices that will help the region address short and long-term food security challenges.
  • Create multi-sector partnerships and networks including government; private sector (including local farmers); agriculture-related industry organizations; non-profit organizations; and academia and researchers to address food security issues.
  • Raise awareness about food system issues and facilitate effective sharing of information among APEC economies.
  • Identify gaps in areas that support food security.
  • Consider issues that are of concern to economies that are experiencing food insecurity.
  • Develop and maintain an annual work plan and adopt measures to monitor progress of activities.

The long term goal of the PPFS shall be the attainment of a food system structure by 2020 sufficient to provide lasting food security to APEC member economies.  The PPFS should look to further define the elements of a food system structure as part of its objectives.


Working Groups

 Following four Working Groups were established at the 1st PPFS meeting under Indonesian leadership held on January 25th and 26th, 2013 in Jakarta.

  • Working Group 1: Stock-Take & Road Map Towards 2020
  • Working Group 2: Sustainable Development of Agricultural and Fisheries Sector
  • Working Group 3: Facilitation on Investment & Infrastructure and Infrastructure Development
  • Working Group 4: Enhancing Trade and Market
